I had the same problem. Said it was fully downloaded but could only do training. So I went into my games and apps and then pressed the menu button and went to manage the overwatch game and then cleared the saved data from overwatch and that worked right away! Hope that helps!!!
Mine was doing the same thing. Xbox menu said it was installed then when I opened it there was an icon on the menu saying it was still installing. Clearing the saved data fixed it right away.

It’s only been a few weeks since Overwatch beta has come out and already players are complaining of internet connectivity issues in the game. If you are constantly facing high latency and annoying disconnects, when trying to play the game online, don’t be sad as you are not the only one.

Note: Before you proceed with the following steps to solve Overwatch internet connectivity issues, however, do make sure that you have checked the Service Status page or BlizzardCSEU_EN Twitter. In case you find out that the service is not online, do try again at another time. If you are unable to connect to the server.
1. Reset Internet Adapter Settings
In internet adapter setting, select to be connected to the internet with a Google DNS server. What you need to do is open network and sharing center, click on change adapter settings, choose the current network right click on it then properties. After that, click properties on internet protocol 4 and mark “Use the following DNS server”. Then type in the first field 8.8.8.8 and in the second 8.8.4.4. Lastly, download CCleaner and delete all the junk files and do a registry clean.
2. Update Windows
Make sure your Windows is updates and has the latest hardware drivers. Old drivers can conflict with the game configuration so it is best to simply update your Windows and all the relevant hardware drivers.
3. Get a Stable Internet Connection

Your internet connection may be the key to all your connectivity issues. If you have a connection of 1Mbps or 2Mbps, upgrade to a connection with a bandwidth of atleast 4Mbps. Also, make sure that you have a wired connection and NOT a wireless one. A wireless connection is less stable and is less effective in eliminating packet loss. On the other hand, a wired connection is much more stable and promises faster packet transfer speed. This will certainly resolve Overwatch internet connectivity issues and in many cases prevent the commonly occuring Overwatch Lag.
4. Close Background Applications
Background applications can rally take a toll on your bandwidth. What is worse, they can also leech your RAM which means that you may face FPS drops in Overwatch. To resolve this issue, go to the Windows Task Manager application and close all unnecessary background applications that may leech your internet speed. Torrent downloaders, download managers, and video streaming applications are just some of the application that you need to close.

Using appropriate applications
You may also face internet connectivity issues because the game server that you are trying to connect to is located at a great distance from your country. Kill Ping offers you an optimized server connection that is designed to support heavy gaming sessions. By using optimized server-routing techniques, Kill Ping increases data transfer efficiency and enables high-speed connection to the game server.
Security software such as antivirus, anti malware and firewall applications may also be the reason you are facing Overwatch internet connectivity issues. It is best to disable all these applications so that they do not interfere with your game. Also, antivirus, anti malware and firewall applications often have an auto-update feature which is enabled by default when you install the application. These applications use your internet automatically to update their virus definitions and database. When playing Overwatch internet connectivity issues may be more frequent if the auto-update feature of these applications is enabled. Hence, disable it so that they do not leech your internet speed when you are trying to connect to the game.
